Introduce `sxhash-equal-including-properties'.

* src/fns.c (collect_interval): Move it upwards.
(Fsxhash_equal_including_properties): New function.
(syms_of_fns): Register `sxhash-equal-including-properties'.
* etc/NEWS: Add 'sxhash-equal-including-properties'.
